Sorry but in tournament rules it is said that if all characters are neutral, all upgrade, events etc must be neutral too no more vilain or heros cards... it is a new ruling and swdestinydb seem not to enforce this one... but this deck is not legit. |

If this team did not have Qi'Ra then yes but she says you can include hero and villain events in your deck |
