Firstly, this is brutal. Palpatine is mainly the assist and abusing the power action to help magna do a potential 33 damage with 3 upgrades.
Nearly every opponent I faced, went for palpatine first which left open doors for Magna (which is what you want).
You basically stall, control, heal if needed. Then when fully loaded on Magna, unleash price of failure x2 and activate him 3 times.
Boundless is in there for speed and extra rerolls if needed.
Best I donr with Magnaguard one round was do about 22 damage with 3 upgrades.
If all fails and the redeploys go onto palpatine, use dark ritual near end of turn so when Palpatine dies Magna is alive and fully loaded again.

This doesn't work the way you want it to. If you use The Price of Failure on MagnaGuard, he just dies. His ability will only delay a defeat by damage.
